2 In accordance with California Assembly Bill 990, CSU East Bay provides the typical market costs of a one bedroom apartment in Hayward area.  The room and Board expenses included in the off-campus cost of attendance represent the typical costs students pay when enrolled a CSU East Bay.  Actual costs of room and board will vary including on campus room and board depending on dorm type and meal plan. (double occupancy and basic meal plan used for above sample ) Many students living off-campus have roommates, which decreases their housing costs. 

Non-resident Students (U.S. and Foreign)

Cal State East Bay is a Western Undergraduate Exchange (WUE) member institution. Undergraduate students with residency in an eligible western state can enroll in classes at 150% of California resident tuition and fees.

Eligibility for WUE students

Undergraduate students with residency in an eligible western state or the U.S. Pacific Territoties and the Freely Associated States can enroll in classes at 150% of California resident tuition and fees. Residents from the following states or commonwealth may qualify to be eligible for WUE fees:

Step 1: You must be a legal resident of one of the WUE states (Alaska, Arizona, Colorado, Commonwealth of Northern Mariana Islands, Guam, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming, Republic of Marshall Islands (RMI), Federated States of Micronesia (FSM), Republic of Palau.)

Step 2: Apply for admission to Cal State East Bay following the steps and using the application for your grade level. (Only undergraduate students can receive WUE fees.

Step 3: Submit a WUE Participation Agreement Form (pdf).

Graduate Business Degree Students

Graduate students pursing a business degree will have additional fees of $270 per unit basis (in addition to basic tuition and system wide fees charged all students) for all campuses.  The total graduate business degree tuition paid per term will be determined by the number of units taken.

Financial Aid & Cost of Attendance:

Starting the 2024-2025 Academic Year, your housing status is determined by the following:

  • Newly admitted students: Reported housing status on your admissions application
    • Dependent students who did not report housing status on their admissions application are categorized as living with parents.
    • Independent students who did not report housing status on their admissions application are categorized as living off campus.
      • Dependency status is determined by the DOE for FAFSA applicants and the California Student Aid Commission for CADAA applicants.
  • Continuing students: Housing status from the most recent prior year.
    • Dependent students who did not report housing status on a prior financial aid application are categorized as living with parents.
    • Independent students who did not report housing status on a prior financial aid application are categorized as living off campus.
      • Dependency status is determined by the DOE for FAFSA applicants and the California Student Aid Commission for CADAA applicants.
  • All students will have the option of updating their housing status during open enrollment.

Federal and State Laws will not allow CSU East Bay to issue financial aid in excess of the students' 'Need' as calculated by the FAFSA/CADAA application (COA-SAI=Need) or the established cost of attendance. Click here for information on the cost of attendance appeal process.
