Code Compliance & Building Permits

The California State University is required to construct and maintain its facilities in compliance with a broad range of codes and regulations. Issuance of building permits is coordinated by the appointed Campus Deputy Building Official (CDBO) under the direction of the CSU Systemwide Building Official.

A building permit is required for all campus construction projects. PDC is mandated to enforce building, life-safety, and accessibility codes for all campus construction projects. All design and construction must be in compliance with the latest edition of the California Building Code (CBC). A Building Permit is required by the CBC whenever a building or structure is erected, constructed, enlarged, repaired, improved, removed, converted, or demolished. When is a Building Permit Required?

  • Any activity that may add, alter or modify ADA requirements
  • Building additions, alterations, renovations and/or space improvements
  • Electrical, mechanical, plumbing or building additions or alterations
  • Activities involving buildings or roof structures
  • Any underground or overhead work near or involving major infrastructure
  • Temporary membrane structures (Tents and canopies require a special events permit)
  • System furniture installation

 

Special Events Permit

CODE REFERENCE: 2019 California Fire Code (CFC) Chapter 31

A special events permit is required from the Office of State Fire Marshal (OSFM) on tents, temporary structures (stages or bleachers), and air-supported membrane structures (Inflatables). "Temporary" is considered less than 6 months. OSFM regulates structure location and access; anchorage; egress; heat producing equipment; hazardous materials and operations; ignition sources and water accumulation.

PDC will help expedite the permit process approval; upload to GovMotus, the Office of State Fire Marshal (OSFM) Permit Platform; and schedule a review with OSFM and the applicant.

PERMIT APPLICATION

The event host is only required to complete the online facilities reservation form at least 45 working days prior to the event.

PERMIT APPLICATIONS will be coordinated between the departments of Facilities Reservations and Facilities Development & Operations.

 

Construction Inspection

All projects must be inspected during construction by a certified inspector. The construction inspector is responsible for assuring that all construction is in accordance with the approved drawings and specifications and in compliance with all applicable codes. PDC will assign a qualified construction inspector for each project.
