Information for Early Childhood Educators & Early Childhood Caregivers
Are you interested in working at a preschool or in childcare for children ages 0 - 5? Many early childhood education positions require permits from the state of California; these permits demonstrate your education, expertise, and experience in the early childhood development field. Holding a Child Development Permit can make you eligible for employment in many early care and education settings which receive public funding, and can also make you a more competitive applicant for working in private settings.
Child Development Permits are issued by California's Commission on Teacher Credentialing, and authorize the permit holder to provide care and instruction for children in a child development program. Permits are required for jobs in centers funded by the Child Development Division of the California Department of Education; many private childcare programs also require employees to hold permits.
The Child Development Permit has six levels, each of which are outlined below:
- Assistant Teacher
- Associate Teacher
- Teacher
- Master Teacher
- Site Supervisor
- Program Director

I want to become an Early Childhood Assistant Teacher:
Description: Assistant teachers can care for and assist in the development and instruction of children in a child care and development program under the supervision of an associate teacher, teacher, master teacher, site supervisor, or program director.
CTC Permit Title: Child Development Assistant Teacher Permit
Coursework Requirements satisfied through CSUEB’s HDEV Department:
- Six semester units in Early Childhood or Childhood courses
I want to become an Early Childhood Associate Teacher:
Description: Associate teachers can provide service in the care, development, and instruction of children in a child care and development program. Associate teachers can supervise assistant teachers and aides.
CTC Permit Title: Child Development Associate Teacher Permit
Coursework Requirements satisfied through CSUEB’s HDEV Department:
- HDEV 311: Infant and Child Development
- HDEV 413: Children in Families and Communities
- HDEV 414: Creative and Artistic Development in Early Childhood
Experience Requirement:
- 50 days of experience in an instructional capacity in a child care and development program, working at least three hours per day within the last two years.
I want to become an Early Childhood Teacher:
Description: Teachers can provide service in the care, development, and instruction of children in a child care and development program. Teachers can supervise associate teachers, assistant teachers, and aides.
CTC Permit Title: Child Development Teacher Permit
Coursework Requirements satisfied through CSUEB’s HDEV Department:
- HDEV 311: Infant and Child Development
- HDEV 413: Children in Families and Communities
- HDEV 414: Creative and Artistic Development in Early Childhood
- 16 semester units in general education, including one course in each of the following:
- Humanities and/or fine arts
- Social sciences
- Math and/or science
- English and/or language arts
Experience Requirement:
- 175 days of experience in an instructional capacity in a child care and development program, working at least three hours per day within the last two years.
I want to become an Early Childhood Master Teacher:
Description: Master teachers can provide service in the care, development, and instruction of children in a child care and development program. They can supervise teachers, associate teachers, assistants, and aides. Master teachers can coordinate curriculum and staff development in a child care and development program.
CTC Permit Title: Child Development Master Teacher Permit
Coursework Requirements satisfied through CSUEB’s HDEV Department:
- Complete BA degree
- Twelve semester units in Early Childhood or Childhood courses
Additional Coursework Requirements:
- Complete three semester units or four quarter units of supervised field experience in an early childhood education setting. This can be completed in two ways:
- Completing TED 474 at CSUEB via the Early Childhood Education minor.
- Completing a practicum / field experience class at a community college. Local classes include Chabot and Ohlone.
I want to become an Early Childhood Site Supervisor:
Description: Site Supervisors can supervise a child care and development program operating at a single site. They can provide care, development, and instruction of children in a child care and development program;. Site supervisors can also coordinate curriculum and staff development in a child care and development program.
CTC Permit Title: Child Development Site Supervisor Permit
Coursework Requirements Satisfied through CSUEB’s HDEV Department:
- Complete BA degree
- Twelve semester units in Early Childhood or Childhood courses
Additional Coursework Requirements:
- Complete three semester units of supervised field experience in an early childhood education setting. This can be completed in two ways:
- Completing TED 474 at CSUEB via the Early Childhood Education minor.
- Completing a practicum / field experience class at a community college. Local classes include Chabot and Ohlone.
I want to become an Early Childhood Program Director:
Description: Program directors can supervise a child care and development program operated in a single site or multiple sites. They can provide care, development, and instruction of children in a child care and development program. Program directors can serve as coordinator of curriculum and staff development in a child care and development program.

Option One:
Coursework Requirements Satisfied through CSUEB’s HDEV Department:
- Complete BA degree including:
- HDEV 311: Infant and Child Development
- HDEV 413: Children in Families and Communities
- HDEV 414: Creative and Artistic Development in Early Childhood
Additional Coursework Requirements:
- Complete eight additional semester units of course work, including six units in administration and supervision of child care and development programs (These units must be comprised of two courses: one introductory course and one advanced course, or two courses of different topical content) and two units in adult supervision course work.
- The above-listed additional coursework requirements can be fulfilled by completing the Early Childhood Administration Certificate of Achievement coursework at Chabot College
Option Two:

1. The following classes fulfill the CTC's core areas:
- HDEV 311, 411, 412, 419, 421, 422, 423, 424, and 429 fulfill the CTC’s Child/Human Growth and Development core area
- HDEV 413 fulfills the CTC’s Child, Family, and Community, or Child and Family Relations core area
- HDEV 414 fulfills the CTC’s Programs/Curriculum Core Area
